KClO3 is the chlorate, salt of the chloric acid, HClO3. oxidation state of Cl+5.

KClO4 is the perchlorate, salt of perchloric acid HClO4, oxidation state of Cl +7. extremely strong acid, all the salts are mild oxidation agents
